Hugo in Edron makes the beggar outfit from rags; Simon the Beggar on Fibula sells the addons, the second of them for the staff of a certain old sorcerer.

Hugo and Simon
Hugo at 32950, 32102, 5: outfit → yes, then 20 brown pieces of cloth, 50 minotaur leather, 10 bat wings and a heaven blossom, each by name and yes; come back a day later.
Simon at 32186, 32471, 7: dress → yes with 100 ape fur and 20,000 gold for the first addon; staff → yes with the staff from behind the staff door for the second, which is the quest.
